2019年9月28日-10月2日,我校williamhill英国院长、国际海事委员会(CMI)执行委员会委员、中国海商法协会副秘书长初北平教授,我校williamhill英国副院长、中国海商法协会常务理事韩立新教授,以及协会秘书陈嘉文一行三人作为中国海商法协会代表团成员赴墨西哥城参加了CMI国际会议及会员代表大会。初北平院长作为CMI执行委员会委员还参加了9月29日及10月2日召开的执委会议以及10月2日召开的船舶司法出售工作组会议。本次国际会议讨论了近海油气钻探油污损害责任、国际海事统一立法、海事法律服务未来、网络风险及保险等议题。来自40多个国家和地区的200余位代表出席了本届大会。
10月2日下午,CMI 2019年会员代表大会召开。经中国海商法协会推荐,CMI提名委员会提名及CMI大会表决,williamhill威廉希尔原校长、CMI原提名委员会委员司玉琢教授当选为CMI荣誉会员。
在接下来的CMI各工作组报告中,船舶司法出售工作组的报告充分肯定了中国海商法协会副会长、我校客座教授李海博士和协会副秘书长初北平教授参加纽约联合国贸法会的贡献,并呼吁各国海商法协会协调其政府部门,在联合国贸易法委员会有关讨论上积极表态并支持“北京草案”。
在参加本届CMI国际会议的过程中,初北平教授和韩立新教授作为交通运输部委托《中华人民共和国海商法》修改审议课题组的组长和副组长,还就本部法律修改中的疑难问题积极向国外专家沟通咨询,不仅及时了解了国际上海事立法发展动态,也对外扩大宣传了我国海商法的未来发展。

From September 28 to October 2, 2019, three members of the China Maritime Law Association (CMLA) attended the Committee Maritime International(CMI) Assembly and Mexican Maritime Law Association Colloquium 2019 in Mexico City. The delegation consists of professor Chu Beiping (Dean of the Law School of Dalian Maritime University (DMU), member of the Executive Council of the CMI, Deputy Secretary General of the CMLA), professor Han Lixin (Vice Dean of the Law School of DMU, executive member of the CMLA), and Ms. Chen Jiawen (Secretary of the CMLA).Apart from the Assembly, professor Chu Beiping attended the meetings of the Executive Council on September 29 and October 2, as well as the Working Group on the Judicial Sale of Ships on October 2. The Colloquium also covered issues such as the liability for oil pollution damage from offshore oil and gas drilling, the unification of international maritime legislation, the future of maritime legal services, cyber risks and insurance. Over 200 delegates from more than 40 countries and regions attended the Assembly and Colloquium.
On 2 October, the 2019 CMI Assembly was convened. Professor Si Yuzhuo, former president of DMU and former member of the Nomination Committee of CMI, was elected as an honorary member of CMI, after being recommended by the CMLA and nominated by the Nomination Committee of the CMI.
In the following reports of each of the CMI working group, the report of the working group on the judicial sale of ships fully affirmed the contribution made by Dr. Li Hai, Vice Chairman of the CMLA and visiting professor of DMU, and Prof. Chu Beiping, Deputy Secretary General of the CMLA, in participating in the United Nations Commission on International Trade Law (UNCITRAL) which was held at New York in May of 2019, and called on all countries' maritime law associations to coordinate with their government departments and actively declare their position and support of the "Beijing Draft" in the relevant meetings of the UNCITRAL.
In the course of this CMI Colloquium, professor Chu Beiping and professor Han Lixin, as the head and deputy head of the research group entrusted by the Ministry of Transport on the Revision and Deliberation of the Maritime Law of the people's Republic of China, also actively communicated with and consulted foreign experts on the difficult issues in the revision of the law, which not only kept abreast of the development trend of international maritime legislation, but also expanded the publicity of the future development of China's Maritime Law.
