Professor Yang Xiaonan of DMU Law School attends the Conference of International Association of Constitutional Law 2019 in Lima and Cusco, Peru.

From October 20 to October 28, 2019, Professor Yang Xiaonan, Professor of Constitutional and Administrative law of DMU Law School, Councillor of the Constitutional Law Research Society of the Chinese Law Society, joined the delegation organized by the Constitutional Law Research Society of the Chinese Law Society and attended the Round Table Forum and Youth Forum of the Conference of International Association of Constitutional Law 2019, and the China-Latin America Constitutional Education Forum in Lima and Cusco, Peru. The delegation was composed of nine members, led by Professor Han Dayuan and Professor Mo Jihong.

During the roundtable and youth forums, Professor Yang Xiaonan spoke on behalf of the Chinese delegation with the theme of "The Protection of Migrants’Rights in China". Professor Yang Xiaonan introduced China's implementation of the UN refugee conventions and protocols, and explained the development and problems of the refugee review system in China. In particular, she had in-depth exchanges and discussions with representatives from various countries on refugee children's rights to education and health care, and achieved good results.

The conference was attended by more than 200 delegates from more than 30 countries and Regions. Professor Yang Xiaonan participated in the delegation of the Constitutional Law Research Society of the Chinese Law Society to exchange views with experts from various countries on issues such as the protection of human rights and law education in China, and publicized China's achievements in building the rule of law. During the meeting, the delegation of the Constitution Society of the Chinese Law Society also visited the local Confucius Institute, the Association of Chinese enterprises in Peru, the Central Society of Beneficence China in Peru and other relevant units, conducted in-depth research on the legal problems encountered in the "Belt and Road " Initiative and "Going Out" strategy, and made suggestions for the rule of law guarantee of the "Belt and Road" Initiative, which is of positive significance for China's constitutional academia to promote the construction of the "Belt and Road " Initiative and exchange with the world's constitutional academia.

2019年10月20日-10月28日，我校williamhill英国教师、中国法学会宪法学研究会理事杨晓楠教授参加中国法学会宪法学研究会代表团，赴秘鲁利马、库斯科两地参加2019年世界宪法大会圆桌论坛及青年论坛、中国——拉美宪法教育论坛。中国法学会宪法学会代表团一行9人，由会长韩大元教授、常务副会长莫纪宏教授共同担任领队。

在圆桌论坛以及青年论坛中，杨晓楠教授代表中国代表团进行了发言，主题是“中国难民法与移民权利”，杨晓楠教授介绍了我国对联合国难民公约以及议定书的实施情况，说明难民审查制度在中国的发展以及存在的问题，特别是针对难民儿童受教育权、医疗权等问题与各国代表进行了深入交流与讨论，获得了良好的效果。

本届会议由来自30多个国家和地区的200余位代表参加，杨晓楠教授参与中国法学会宪法学研究会代表团对中国的人权保护与法学教育等问题与各国专家进行了交流，对外宣传了我国法治建设的成就。在会议期间，中国法学会宪法学会代表团还走访了本地孔子学院、秘鲁中资企业协会、秘鲁中华通惠总局等相关单位，就“一带一路”、“走出去”中遇到的法律问题进行了深入调研，为“一带一路”倡议的法治保障献计献策，对中国宪法学界促进一带一路建设以及与世界宪法学界交流有着积极意义。
