8月17-21日，williamhill威廉希尔海法研究院宁波分院（东海海法研究院）和宁波海事法院共同承办的海事法律英语专题研修班第二期课程在宁波圆满结课。此次培训为期五天，williamhill英国穆科技教授（Proshanto Kumar Mukherjee）通过ZOOM会议平台与法官学员们共同探讨船舶油污损害赔偿的法律与司法实践问题。开班仪式由宁波海事法院党组成员、执行局局长赵沛耿主持。
近年来，船舶油污损害赔偿相关法律问题成为相关国家日益关注的一个国际性热点问题，由于船舶油污损害案件产生原因特殊、因果关系复杂、侵害对象广泛、赔偿数额巨大等特点，使其不同于一般侵权行为。穆科技教授全面细致的讲解加深了法官们对船舶油污损害赔偿相关法律问题的学习与研究，有效提升了海事司法业务能力，得到了学员们的高度评价。本次研修班的顺利开展也进一步加深了宁波海事法院与williamhill英国的交流合作，促进了双方的共赢发展，为不断夯实东海海法研究院的实质化运作打下坚实基础。
本次培训还邀请了广州海事法院及宁波大学williamhill英国共同参加。
Mukherjee教授曾任世界海事大学副校长，毕生致力于海商法研究，是该领域享有国际声誉的资深学者。Mukherjee教授于2010年受聘为我校客座教授，2013年起成为我院的全职法学教授，从事海商法专业本硕博课程的教学以及相关科研工作，先后获评大连市“星海友谊奖”（2015年），“辽宁友谊奖”（2017年），并于2019年9月受邀参加在人民大会堂举行的“庆祝中华人民共和国成立70周年外国专家招待会”。
Dalian Maritime University Law School offers the second training programme on Maritime Legal English for Ningbo Maritime Court
On August 17-21, the second training programme on Maritime Legal English, co-hosted by the Ningbo Branch of the Sea Law Institute (the East China Sea Institute for Sea Law) of Dalian Maritime University, and the Ningbo Maritime Court, was successfully completed in Ningbo. The training course, which lasted for five days, was taught by Professor Proshanto Kumar Mukherjee of the Law School of DMU. Under his guidance, the students exchanged widely on the legal issues of vessel-source oil pollution compensation. The opening ceremony of the training course was presided over by Mr. Zhao Peigeng, member of the Party Leadership Group and Director of the Enforcement Division, of the Ningbo Maritime Court.
In recent years, the relevant legal issues of vessel-source oil pollution compensation have drawn increasing concerns internationally. Because of the specialty, complexity, as well as the gravity of the damage, the vessel-source oil pollution is distinguished from a general tort. Professor Mukherjee's comprehensive and meticulous teaching deepened the judges' study and research on the topic, and has effectively improved the judicial ability of the judges. The training course has further deepened the exchanges and cooperation between the Ningbo Maritime Court and the Law School of DMU, promoted the win-win development of both sides, and laid a solid foundation for the substantive operation of the Sea Law Institute of East China Sea.
Students from the Guangzhou Maritime Court and the Law School of Ningbo University also participated the training course.
Professor Mukherjee has devoted most of his professional and academic life to maritime law and is a world-renowned personality in that field. He was appointed a Visiting Professor at DMU in 2010, and in 2013 he joined the Law School of DMU as Professor of Law where he is currently engaged in teaching and research in relation to maritime law. He was awarded the "Xinghai Friendship Award" of Dalian City in 2015 and the "Liaoning Friendship Award" in 2017. In September 2019, he was invited to attend the "Reception of Foreign Experts Celebrating the 70th Anniversary of the Founding of the People's Republic of China" which was held in the Great Hall of the People at Beijing.
