It is with deep sadness and regret that I am moved to express my grief over the untimely demise of Dr. William A. O’Neil and to reflect on my association with him.

I first met Dr. O’Neil personally in the spring of 1989 at a social event in Ottawa where I was serving as Senior Adviser on Maritime Law and Policy in the Canadian Hydrographic Service of the Department of Fisheries and Oceans. At the time, Dr. O’Neil was awaiting his installation as Secretary General of the International Maritime Organization (IMO), taking over the mantle from the incumbent Dr. C.P. Srivastava. He was already Chairman of the IMO Council in which capacity he had served three consecutive terms. Previous to that, he was Commissioner of the Canadian Coast Guard, Administrator of the Canadian Maritime Transportation Administration and latterly, President and CEO of the St Lawrence Seaway Authority.

In 1989, I was appointed Senior Deputy Director of the IMO International Maritime Law Institute (IMLI) in Malta by Dr. Srivastava. Dr. O’Neil had no doubt been consulted about my appointment at IMLI. Indeed, I became aware of this during our informal chat at the social gathering in Ottawa. He quizzed me about my comfort level at moving from the Canadian Government to an IMO institution in Malta. Pending my joining IMLI in the fall of that year, I was obviously keen to receive the blessings of the incoming IMO Secretary General and gain his confidence.

During my seven years at IMLI in my capacity as its Senior Deputy Director and Professor of Maritime Law, effectively, second in command to Professor Patricia W. Birnie, the Director, I had the opportunity to interact closely with Dr. O’Neil on numerous occasions, institutionally as well as privately. I was already a Maritime Legislation Consultant for IMO since 1987. My tasks in that regard, aside from my role at IMLI, continued robustly during Dr. O’Neil’s time at the helm of IMO.

In 1997, Dr. O’Neil appointed me IMO Legal Adviser for the Caribbean Region as an integral part of the World Bank project known as the Wider Caribbean Initiative on Ship-Generated Waste (WCISW) for which IMO was the executing authority. The project involved the preparation of model legislation giving effect to MARPOL. Both civil and common law drafting styles had to be taken into account and the final products were to be in English, French, Spanish or Dutch depending on the language of the country concerned. My role included drafting the model legislation and providing relevant legal advice not only to the WCISW project which involved 22 countries in the Caribbean and Central American region but also to the Caribbean Memorandum of Understanding (CMOU) on Port State Control Secretariat in Barbados and the IMO Office known in abbreviation as REMPEITC-Carib in Curacao which was mandated to administer marine pollution control activities regionally. I delivered my parts of the project successfully which led to preparation of ship-source marine pollution legislation in the project countries.

I remain grateful and honoured to have had Dr. O’Neil write the main Foreword to the First Edition of my first book Maritime Legislation. He was also instrumental in my assuming the lead authorship of my second book Farthing on International Shipping. He had proposed to Bruce Farthing, the principal author of the previous editions, that I be approached to take on the writing of the Fourth Edition in collaboration with Mark Brownrigg.

奥尼尔博士为我的第一本专著《海事立法》（Maritime Legislation）的第一版撰写了主序，我对此至今仍然深怀感激和荣幸。他还帮助我成为我的第二本书《法辛论国际航运》（Farthing on International Shipping）的主要作者，是他向该书前几版的主要作者布鲁斯·法辛（Bruce Farthing）提议，应当由我与马克·布朗里格（Mark Brownrigg）合作撰写该书的第四版。

I will always remember Dr. William A. O’Neil as being at once a distinguished and dynamic international maritime personality, and personally as a fellow Canadian, a beacon of inspiration and a well-wisher. May his soul eternally rest in peace.
